Objectives
To establish and analyse all site-independent financial issues related to the European Spallation Source, its construction, exploitation and decommissioning phases. Assessing the European Union regulations, with special emphasis on the determination of the economic and social costs and the impact of the European Spallation Source in its different phases. The achievements of these objectives require the set-up of financial software for the scenario analysis.

Objectives
To establish and analyse all legal issues related to the European Spallation Source construction and exploitation phase. The main goal of the work package is to provide a broad set of European and/or national solutions among which -after the site decision- the concerned candidate could choose.

WP7: Governance
Objectives
To define quantitatively, to critically assess, and to compare the current models of governance in functioning European laboratories, being informed by mirror national laboratories operating central user facilities taking into account governance in selected international facilities, in order to arrive at a preferred model of governance for the European Spallation Source.

WP8: Health, Safety and Environmental issues
Objectives
Definition and evaluation of core issues relevant to environmental impact and compliance. A broad evaluation of the established and feasible target material and design choices will be undertaken focused on the environmental issues of construction, operation, disposal of used materials and decommissioning. The evaluation will extend to the neutron yield properties, target-moderator neutronic performance and environmental impact, risks and regulatory framework for the different target material options, including fast neutron and gamma radiation, emission, radiation hardness, thermo-hydraulics, operational lifetime, maintenance, exchange and replacement, radioactive inventory. The 3 classes of target materials to be considered are: solid targets (tungsten and alloys), liquid mercury and liquid lead / lead eutectics.
