Description of work

T1.1 Control of preparatory phase operation

T1.2 Handling and distribution of funds

T1.3 Administration of preparatory phase

T1.4 Collecting, editing and publishing of documentations and reports

T1.5 Compilation of all Work Package reports into a single document

WP2: Coordination of preparatory phase

Objectives

Smooth operation of consortium, collection and distribution of information to partners

Description of work

T2.1 Organisation of meetings of the Coordination Team

T2.2 Organisation of meetings with the Advisory Committee

T2.3 Organisation of Board meetings

T2.4 Organisation of meetings of the General Assembly

T2.5 Organisation of meetings within the individual work packages

WP3: Site characterization

Objectives

Addressing all site-related strategic issues of ESS which might affect in any way the decision-making process.

Description of work

T3.1 List of Site Characteristics

T3.2 Risk assessments

T3.3 Clarifying safety issues (construction, operation and decommissioning)

T3.4 Assessing the issue of geographic balance, timing and other science facilities

T3.5 Socio-economic impact analysis

WP4: Publicity and communication

Objectives

Addressing all strategic issues aimed to improve the definition and the awareness of the ESS

Description of work

T4.1 Publicising the strength and values of ESS to different scientific disciplines (especially in potentially new fields) and the general public

T4.2 Outreach to industry

WP5: Financial Approach

Objectives

To establish and analyse all site-independent financial issues related to the European Spallation Source, its construction, exploitation and decommissioning phases. Assessing the European Union regulations, with special emphasis on the determination of the economic and social costs and the impact of the European Spallation Source in its different phases. The achievements of these objectives require the set-up of financial software for the scenario analysis.

Description of work

T5.0 Fixing of specifications for costing

T5.1 Scenario and validation for installation costs

T5.2 Scenario and validation for operation costs

T5.3 Scenario and validation for decommissioning costs (green or brown field)

T5.4 Development of an informatics cost deviation algorithm

T5.5 Funding sources and support

T5.6 Scenario for creation of funds

WP6: Legal issues

Objectives

To establish and analyse all legal issues related to the European Spallation Source construction and exploitation phase. The main goal of the work package is to provide a broad set of European and/or national solutions among which -after the site decision- the concerned candidate could choose.

Description of work

T6.1 Legal background

T6.2 Construction phase: Regulations and restrictions

T6.3 Collation of operation licensing studies

T6.4 Collation of safety regulations studies

T6.5 Legal form of ESS

T6.6 Intellectual property rights

WP7: Governance

Objectives

To define quantitatively, to critically assess, and to compare the current models of governance in functioning European laboratories, being informed by mirror national laboratories operating central user facilities taking into account governance in selected international facilities, in order to arrive at a preferred model of governance for the European Spallation Source.

Description of work

T7.1 A critical review of current models of governance of presently functioning European science laboratories

T7.2 Advisory and governing bodies

T7.3 Models of Internationality, ownership issues and juste retour mechanisms

T7.4 A detailed analysis of management models employed in laboratories addressed in T7.1 emphasising their pros & cons

T7.5 Human Resources provision

T7.6 Access framework for external users

T7.7 Opportunities of new paradigm of how to run a research facility

WP8: Health, Safety and Environmental issues

Objectives

Definition and evaluation of core issues relevant to environmental impact and compliance. A broad evaluation of the established and feasible target material and design choices will be undertaken focused on the environmental issues of construction, operation, disposal of used materials and decommissioning. The evaluation will extend to the neutron yield properties, target-moderator neutronic performance and environmental impact, risks and regulatory framework for the different target material options, including fast neutron and gamma radiation, emission, radiation hardness, thermo-hydraulics, operational lifetime, maintenance, exchange and replacement, radioactive inventory. The 3 classes of target materials to be considered are: solid targets (tungsten and alloys), liquid mercury and liquid lead / lead eutectics.

Description of work

T8.1 Environmental compliance concerning different target materials

T8.2 Environmental compliance concerning radioactive inventory and emission, handling, storage and disposal for different target materials

T8.3 Decommissioning of the infrastructure

T8.4 Environmental impact

WP9: Technical issues

Objectives

(i) Definition and technical evaluation of the four possible targets and (ii) the upgradeability of ESS

Description of work

T9.1 State of the art assessment of the performance of the four possible targets within the target block envelope

T9.2 Investigation of the upgradeability of ESS
